Vladimir S. Gruzdev

Сhairman of the Board of the Russian Law Association.

He was born February 6, 1967, in the village of Bolshevo, Moscow region. His mother is a Chemistry and Biology schoolteacher and his father is a career military officer. Both are currently retired.

In 1984, he graduated from the Moscow Suvorov Military School. In 1991, he graduated Moscow Military Institute of the Ministry of Defence with honours.

He speaks three foreign languages: English, Portuguese, and Spanish. While studying at the Military Institute, he was sent to Angola and Mozambique, where he served as a military interpreter. In 1989, he was awarded the medal "For Military Merit" for his diligent service. He served in External Intelligence Service, which was then headed by Yevgeny Primakov.

In 1993, he retired from military service. Together with a team of his former colleagues, he created the Seventh Continent Company, JSC. Nowadays the company staff is over ten thousand people. In 2000, he graduated from the Faculty of Law of Moscow State University. In 2001, he won the elections to the Moscow City Council in the 27th district, gaining 53.17% of the vote. During his work there, he headed the working group on the Moscow court personnel policy. He is a member of the following Moscow City Council commissions: budget and financial, legislation and security, business, education, as well as the joint commission of the Moscow City Council and the government of Moscow on the regulatory framework of land and property relations. In 2003, he successfully defended his thesis for the degree of candidate of Law at the University of Interior Affairs. He is a member of the Expert Council under the Head of the Account Chamber of Russia. In December 2003, he was elected as a deputy of the State Duma of the Russian Federal Assembly, receiving 149,069 votes (53.3%). August 2, 2007, as part of the crew of the Mir-1 Bathyscaphe he dived to a depth of 4261 m at the North Pole. During the dive at the bottom of the Arctic Ocean, the flag of the Russian Federation was set and a capsule with a message to future generations was left.

For his courage in extreme conditions during the high-latitude Arctic deep-sea expedition, he was awarded the order of Merit to the Fatherland, III degree.

In December 2007, he was elected as a deputy of the State Duma of the V convocation, representing the city of Moscow. He is the First Deputy Chairman of the State Duma Committee on civil, criminal, arbitration, and procedural legislation. He is a member of the Presidium of the Moscow city regional branch of United Russia party, a member of the General Council of the party and a coordinator of the party for interaction with the business community. He heads The Commission of the Presidium of the General Council of United Russia political party on the development of entrepreneurship in the Russian Federation.

In 2009, he was elected Deputy Chairman of the Russian Law Association.

From 2011 to 2016, he took a post of a Governor of Tula region.

He is married and has three children.
