Artem Malgin

Artem Malgin is Vice-Rector for Strategic Development — Chief of the Rector’s Office, MGIMO. In 1991 – 1996 he studied at the School of International Relations, MGIMO and graduated with honours. In 1996 – 1999 he did a postgraduate research degree course at the Department of International Relations and Foreign Policy of Russia, MGIMO, specializing in “Political Problems of International Relations and Global Development”. In 1997, he did a 6-month Executive course on Security, Defence and Defence Economics at G.Marshall European Center for Security Studies, Garmish-Partenkirchen, Germany and became a distinguished graduate. In 2000, he defended his Ph.D. thesis on the European Union Politics in the Mediterranean in 1950s - 1990s.

Artem Malgin began his career at MGIMO in 1996–2001 as a Lecturer and later a Senior Lecturer. In 1996–2001 he coordinated the TEMPUS-TACIS Project on the history of international relations at MGIMO. In 2000, he became Vice-Dean of the Foreign Students Department. Between 2001 and 2004 he was Deputy Director of the Post-Soviet Studies Centre at the University. Since 2002 he has been Associate Professor at the Department of International Relations and Foreign Policy of Russia. Artem Malgin worked as Assistant to MGIMO Rector from 2004 to 2013, becoming a Counsellor and Head of the Secretariat after reorganization of the university structure. In 2012 he was appointed Vice-Rector for General Affairs and Corporate Relations, in 2021 - Vice-Rector for Strategic Development — Chief of the Rector’s Office.

Apart from his career at MGIMO, Artem Malgin was involved in several other projects. In 1996–1999 he was an expert on international relations and international law at the Moscow Public Science Foundation. In 1996–2003 he worked at the MSU Research Institute on Social Systems as an expert on foreign policy, security and information support for actions abroad. In 2002–2003 Artem Malgin was the Chief Editor of INO-Centre information projects. In 2005–2008 he was an expert on foreign policy issues and energy policy information support at MMD Corporate and Public Affairs Company (a subsidiary of Rosneft). Since 2008 he has been an executive secretary of the Russian–Polish Group on Difficult Issues. Between 2009 and 2011 A. Malgin worked as an expert on foreign policy issues and energy policy information support at Navona Company (a subsidiary of Nord Stream). In 2011, he founded Eastern Europe: Prospects Journal and has been its Chief Editor since then. Since 2013 Artem Malgin has been a member of the Scientific Board of Security Council of the Russian Federation (approved by decree № 378 of the President of the Russian Federation, dated 22 April 2013). In 2014–2016 he was the Rector of Odintsovo Humanities University.
