Category: Endowment Stories Springer Publishes Monograph by MGIMO Scholars 24 November 2020 The international publishing house Springer has published an academic monograph authored by MGIMO scholars and entitled “Public-Private Partnerships in Russia. Institutional Frameworks and Best Practices”. The research was performed collectively by a team from MGIMO’s Department of Economic Policy and Public-Private Partnerships and the National Public Private Partnerships Centre of Russia. This work is the first complete study of the formation and development of the institution of public-private partnerships in Russia. The book reviews the history and current state of public private partnerships in Russia, describes the regulatory, organizational and institutional framework of PPPs, and considers the different approaches to the creation of a system of public administration in this sphere at the federal and regional levels. The authors paid specific attention to how PPP projects are managed at various stages of their life cycle, to the legal and financial structuring of projects, all the while providing an analysis of empirical cases of PPP projects in leading industries (transport infrastructure, information technology etc.) The book also considers the international aspects of public-private partnerships that are relevant to Russia. The monograph offers a theoretical take on the development trends of the modern Russian economy and the evolution of relations between the state and business. It also contains practical information on new algorithms for economic cooperation between the state and the private sector, increasing the efficiency of state property management, developing market institutions and stimulating private initiative-taking. Foreign readers can discover the different PPP mechanisms used in Russia, which could foster fruitful and mutually beneficial international cooperation. Vk
