Born April 28, 1975 in Vladikavkaz.

In 1996, he graduated from the Moscow State Institute of International Relations (University) of the Ministry of Foreign Affairs of the Russian Federation with a degree in management; in 1997, he graduated from the Higher School of International Business of the Academy of National Economy under the Government of the Russian Federation under the program "International Business".

Master of Sport in Parachuting.

He is fluent in English.

From 1997 to 2003, he worked in commercial structures.

From 2003 to 2004, he was Deputy Head of the Moscow Kryukovo District Administration for Economics and Consumer Market.

From 2004 to 2012, he served as Deputy Prefect of the Zelenograd Administrative District of Moscow. He was in charge of issues related to the consumer market and services, development of physical culture and sports, advertising and design of the city, employment.

On 20 April 2012 he was appointed Head of the Department of Trade and Services of Moscow by order of the Mayor of Moscow.

On 6 June 2013 he was appointed Acting Head of the Department of Trade and Services of Moscow.

On 17 September 2013 he was appointed the Head of the Department of Trade and Services of Moscow.

On 14 June 2017 he was appointed Minister of the Moscow City Government, Head of the Department of Trade and Services of Moscow.

Valid State Counselor of the City of Moscow, 1st class.

On February 22, 2019 he was appointed First Deputy Head of the Office of the Mayor and the Moscow City Government.

Married, raising two sons.
