Ilias M-S.Umakhanov

First Deputy Chair of the Federation Council Committee on Science, Education and Culture

He was born on 27 March 1957.

In 1979, he received a degree from MGIMO. Starting in 1979, he worked as an aide in the Second European Department of the USSR Ministry of Foreign Affairs (he worked in the European section of the UN in Geneva and in the Soviet embassy in Canada). In 1981, he became Head of the International Department of the Central Committee of the All-Union Leninist Young Communist League (Komsomol). From 1991-1994, he was President of the Centre of International Cooperation, and he led the International Commission of the Executive Committee of the Coordination Council of Youth Unions and Organisations of the Country. In December 1993, he ran for a position in the State Duma in a single-mandate district. From 1994-1995, he was President of Irdag, an investment-industrial corporation, and Chair of the board of directors of the Russian-Arabic University. In 1995, he became a Member of Parliament of the Republic of Dagestan, and he led the Committee for the Budget, Finances and Taxes; he was Deputy Head of the Government of the Republic of Dagestan. In 2001, he received degrees in Finance and Credit, International Relations and Currency Circulation from the Dagestan State Institute of the National Economy.

In 2001, he became a Senator in the Federation Council, representing the interests of the Executive Authority of the Republic of Dagestan; In 2010 - 2021 he was Deputy Chairman of the Federation Council of the Russian Federation and a member of Committee on Science, Education and Culture. Since October 2021 helds the position of First Deputy Chair of the Federation Council Committee on Science, Education and Culture.

He is PhD in Philosophy.
